The amendments will need to be approved by voter majority.

You cannot expect any referendum before voters unless there is social support and demand for the measure. Right now no lawmaker is asking for votes seeking to provide legalization of online betting or casino games that pay real money. If there is no discussion about these things, then there is not going to be a change in the laws.
